Project Description:
- To support the establishment of VTCs new mandate, as a training provider for the vocational training.
- To support the development and implementation of a business model consistent with the new mandate of the VTC
- To support the development and implementation of an organizational structure, operational capability and business plan consistent with the assigned purpose of the new organization.
- To support the development and implementation of an employer driven training service delivery model with employer community expectations.
- To support management in generating understanding and support for the new organization among stakeholders (NCHRD, TEF, Private and public TVET training providers, employers, Chambers and Unions).
- To support VTC in providing orientation for the (NSC) National Steering Committee and VTC board members of the organization on the new business and training service delivery model.
- To build capacity (including specific training) throughout the organization to be able to implement the new business and training models in all key areas. This will also include continuing back-stopping and support.
- To support the establishment of the legal framework to align with the new VTC mandate.
Services Provided: Phase 1:
- Support the counterparts to develop and implement a new employer-driven business model - human resources, procurement and management
- Develop organizational functionalities that define the new business model including operating procedures, staffing requirements, terms of reference, reporting relationships and position descriptions
Phase 2:
- Develop Operational Manual, technical, financial, procurement and administrative functions of the organization including clarification of roles, responsibilities, accountabilities and reporting requirements between Headquarters and Centers
- Design and deliver training for the new management team and directors of departments of the respective functional units (including training centre management and Section Heads)
Phase 3
- Support implementation of: Full roll-out of the New Models.
