Development of Tender and Attestation Questionnaires (Tests), Question Cards and Manuals for all the Relevant Bodies of RA Civil Service Council and Civil Service System

Detailed description of project

The outcomes of the activities are the following:

  • Development of a package of recommendations of alternative and improved methods of evaluating knowledge, capabilities and values of staff in the RA civil service that will enhance the capacity of the civil service to select and evaluate professional and skilled staff that match the requirements of their specific functions;
  • Training of the civil servants who are responsible for developing alternative and improved methods of evaluating knowledge, capabilities and values in the RA civil service system; as well as provision of necessary materials;

Development of a package of amendments to the RA Law on Civil Service, decisions of Civil Service Councils and other legal acts according to the recommendations of alternative and improved new methods and techniques of evaluating the systems of knowledge, capabilities and values.

Type of services provided

  • Review and evaluation of the present civil service system ;
  • Conducting interviews with civil servants;
  • Examination and review of the currently used tests and questions of question cards for tender and attestation testing and interviewing phases and gap analysis;
  • Identification and development of key responsibilities and related skills/competencies for each job layer and job position;
  • Survey and assessment of international civil/public service experience on performance appraisal ;
  • Development and conduction of training for HRM;
  • Job analysis to identify key duties, skills and competencies required for specific job layer and job position;
  • Implementation of case studies;
  • Development of a package of recommendations based on the studies, analyses and of the test implementation held;
  • Formulation of legislative proposals on possible amendment;

Reviewing the civil service law in the RA.
